URN Toolkit
The URN Toolkit provides a structured, progressive learning pathway designed to equip stakeholders with the knowledge and skills needed to understand, assess, and mitigate Underwater Radiated Noise from ships. The toolkit is organized into three levels, each building on the previous one to support a clear and logical development of competency.

Level 1 | Foundations of Shipping URN

Level 2 | Basic URN Assessment

Level 3 | Advanced URN Assessment
Not sure where to start? Select your role:
National Administration / Regulator
→ Complete all three levels. Levels 1 and 2 are required; Level 3 is recommended for technical units involved in advanced assessments.
Port Authority
→ Level 1 is required for all port staff. Level 2 is recommended for environmental and sustainability teams. Level 3 applies to specialists conducting advanced assessments.
Maritime Industry / Private Sector
→ Level 1 is required for all. Level 2 is recommended for environmental and compliance leads. Level 3 is not required for operational staff.
Research / Academia
→ Start at Level 1 if you are new to URN. Levels 2 and 3 are both recommended for full scientific and methodological proficiency.
NGO / Civil Society
→ Level 1 is required for all. Level 2 is recommended if your role involves technical or policy advisory work. Level 3 is not required for advocacy-focused roles.
Seafarer / Crew
→ Level 1 is the relevant level for your role, providing the foundational awareness needed to understand and engage with URN topics.
Classification Society / Certification Body
→ Level 1 is required for all. Level 2 is recommended for technical staff. Level 3 is recommended for methodology specialists.
International Organization
→ Complete all three levels. Levels 1 and 2 are required; Level 3 is recommended for technical advisors supporting advanced URN assessments.
Coastal / Community Representative
→ Level 1 is the relevant level for your role, providing the awareness and context needed to engage in local and policy discussions.

Experience Building Phase | EBP
The Experience Building Phase (EBP) is a centralized framework that brings together information, studies, and submissions related to the implementation of IMO's Revised Guidelines for the reduction of Underwater Radiated Noise from shipping (MEPC.1/Circ.906). It compiles material submitted by IMO Member States and consultative bodies before and during the EBP, tracks submissions supporting the IMO URN Action Plan, and produces summary statistics to inform ongoing and future IMO work on URN. The integration of the EBP repository in this toolkit is designed to serve as a one-stop shop for URN information, supporting reference, knowledge-sharing, and practical implementation.
