Privacy Policy Summary
The URN Toolkit online learning platform collects limited personal information to provide access to learning resources and to support monitoring, evaluation, and inclusion analysis.
The Platform is provided under contract with the International Maritime Organization (IMO). Until December 2026, it is managed by blueOASIS, with Aquatera supporting monitoring and evaluation activities. After this date, management will transfer fully to IMO.
At registration, users provide mandatory information (gender, stakeholder group, country/region, and language preference) for aggregated participation and inclusion analysis. Additional information is optional. Technical data such as login and activity records is collected for security and operational purposes.
The Platform is hosted on Microsoft Azure infrastructure, with servers located in the European Union. Measures considered appropriate by the Platform operators are implemented to protect personal information, taking into account the nature of the Platform and the information processed.
The Platform uses essential cookies required for authentication, security, and basic functionality. These cookies do not track users for marketing purposes and cannot be disabled without affecting platform operation.
Personal information is used only for Platform operation, reporting, and evaluation, is not used for individual profiling or commercial marketing, and may be accessed only by IMO, blueOASIS, and Aquatera for these purposes.

URN Toolkit Online Learning Platform

1. Purpose
This Privacy Policy describes how personal information is collected and used on the URN Toolkit online learning platform (“the Platform”), which supports global learning and knowledge-sharing related to the URN Toolkit.
2. Management of the Platform
The Platform is provided under contract with the International Maritime Organization (IMO).
- Until December 2026, the Platform is developed, hosted, and managed by blueOASIS on behalf of IMO.
- Aquatera supports monitoring and evaluation activities related to Platform use during the same period.
- After December 2026, hosting and management of the Platform will be fully transferred to IMO.
Access to personal information by all parties is limited to what is necessary for these functions.
3. Who can use the Platform
The Platform is open to any individual who registers to access information and learning resources related to the URN Toolkit.
4. Information collected
4.1 Mandatory registration information
The following information is collected at registration to support consistent analysis of participation, accessibility, and inclusion across Platform modules:
- Gender
- Stakeholder Group
- Country / Region
- Language preference (English or Spanish)
These fields form the core dataset for aggregated monitoring and evaluation.
4.2 Optional information
Users may optionally provide:
- Organisation
- Age range
- Years of experience
Providing this information is voluntary and does not affect access to the Platform.
4.3 Technical information
Limited technical and usage information is automatically recorded to ensure Platform functionality and security, including login times and activity records.
5. Use of information
Information collected through the Platform is used to:
- Provide access to learning resources and Platform features
- Manage user accounts and preferences
- Monitor participation and use of the Platform
- Evaluate accessibility, participation, and inclusion, including Gender Equality and Social Inclusion (GESI)
- Produce aggregated reports required under IMO programme arrangements
- Maintain Platform security and integrity
Information is not used for automated decision-making about individual users.
6. Stability of core analytics information
Users may update their profile information.
Fields essential for aggregated analysis—Gender, Stakeholder Group, and Country/Region—are intended to remain stable after registration to ensure consistency of reporting. Corrections may be requested where information is inaccurate.
7. Information sharing
Personal information may be accessed by:
- IMO
- blueOASIS (until December 2026)
- Aquatera, for monitoring and evaluation purposes (until December 2026)
Information is used only for the purposes described in this Policy and is not used for commercial marketing.
8. Retention
Personal information is retained only for as long as necessary to support Platform operation, reporting, and programme requirements. Aggregated, non-identifiable information may be retained beyond the Platform lifecycle.
9. User requests
Users may request access to, correction of, or deletion of their personal information through the Platform or by contacting the Platform administrators. Some requests may be subject to limitations where information must be retained for legitimate reporting purposes.
10. Security
The Platform is hosted on Microsoft Azure infrastructure, with servers located in the European Union.
Technical and organisational measures considered appropriate by the Platform operators are implemented to protect personal information against unauthorised access, loss, or misuse, taking into account the nature of the Platform and the information processed.
